Data source for CAMS regional AQ forecast

For the EMeRGe campaign, we need to implement support for the CAMS Regional AQ Forecast as a data source.

I'm doing the development in my fork in the cams branch, and if you guys are interested, I can provide a PR once I'm happy with the results.

    Sorry, couldn't work on this for some time now.

    I expect to need ~one day to prepare a PR. Is Monday/Tuesday early enough?
