Build binary wheels for Windows & OS X

Binary wheel versions would be greatly helpful for OS X and Windows;

Particularly Windows users are most often found without a compatible compiler and at the moment have to make do with installing PyYAML globally using an installer if they would like to use libyaml. Wheels for these users could allow them to use a fast YAML implementation and also localize it to virtualenvs or pyvenvs, which makes it easier to work on more than one python project.
