Plugins should have the ability to create an arbitrary folder hierarchy

At the very least Web resource plugins should be able to create an arbitrary folder hierarchy for the content they provide.

Once this is done we can work on ~~#423~~

this is dependent on other tickets bringing hierarchy to online content as a whole.

Many web resources are based on catalog or json structure sort by categories (genre, programs,etc) so it will be fine to have the ability to create folder hierarchy within plugin.
