Granting “Full disk access” to Java in the settings gave me the possibility to add external drives as well as the Downloads folder.

It does fix the problem but that’s a lot of permissions for such task.
Maybe fine-graining it to Downloads and external disks only?

Either way, you’d have to find a way to have Serviio ask for these specific permissions in order to make it work.

Folder access is not possible for non-bundled apps, it seems, so we will need to use the Full Disk Access route
