DATE header in soap responses has invalid format

According UDA1.0 DATE header in ex. soap action must follow:

'rfc1123-date' as defined in RFC 2616. see this: http://www.freesoft.org/CIE/RFC/1945/14.htm

Currently date is formated using local enviroment settings. This mean that it uses, for example your national day names and moths nams as also local time zone instead "GMT"
