Allow to force audio & video recoding

Pls. add a switch in the video transcoding section e.g. force="yes" to forcibly convert videos. This should allow to overcome the "non-monotone timestamp" ffmpeg error.

added attribute forceVTranscoding which causes transcoding the video stream (instead of just muxing it in if it's already in the required format)
