First time open user registration window

We talked about some kind of registration window that pops up when new users first open the program. I think we want to collect their email addresses so we know how many users we have, and can add them to Google group. There may be other information we want to give to new users as well.

Can you make it pop up every time someone opens a new version? Then they can click do not show again, again.

I changed it. In the future we could also show the new Changes but i leave it out for now. We could open a new issue for that.
