change default tracking view for new users

Is it possible to make the marker tracking workspace look like the attached view for new users who have not yet created their own layout? I find that new users do not discover the plot window soon enough. Or maybe even like the second attached screen with the External View window open. Then they will see if their calibration has a problem, such as a reversed camera. They can just close that window to work, but at least they will have seen it once.
