Starting 0% throttle doesn't work

Although not used in official missions, in the .XWI file format, a throttle value of 10 (decimal) should be 0% throttle in game.

I was using it in a test mission and noticed XWVM does not interpret the value as the original X-wing does.

The document I was using as reference had

0 = 100%

1 = 20%

...

90 = 100%

Is this incorrect?
