[AI] TOD4 OP17: Frigate Red Wind going to hyperspace when not supposed to

In Tour of Duty IV Operation 17, the Frigate Red Wind goes to hyperspace despite being supposed to stand still.
(Could this be due to some missing AI order component?)

As testing focus has shifted to Tour of Duty IV, I'd like to point out that this issue still exists.
