Shield recharge shouldn't be as fast as laser recharge
Issue #282

All craft with rechargeable shields get 20 hitpoints per tick at increased rate, 40 at maximum.
(There is 1 tick per 1 in-game second, that is 920 real-time milliseconds)
Balanced shields divide that amount between front/rear.
Transfer exchange is 800 hitpoints for 100 total laser energy.
