Shield recharge shouldn't be as fast as laser recharge

David Esparza Guerrero created an issue

All craft with rechargeable shields get 20 hitpoints per tick at increased rate, 40 at maximum.
(There is 1 tick per 1 in-game second, that is 920 real-time milliseconds) Balanced shields divide that amount between front/rear. Transfer exchange is 800 hitpoints for 100 total laser energy.
