XWHM5 and T1M5: Escorts are passive

In the missions aforementioned (respectively HALLEY and ATTACKXY) the TIE Fighters on escort duty are passive: they fly in formation with their targets, and do not engage hostiles. This appears to be because they are escorting neutrals: changing the escorts on Omicron 1 to Hampton in YWHM4 (WYRESC2) produces the same passivity.
