Shuttles taking turns trying to board the same target when they shouldn't.

Observed in TOD3M9, SHU Rogue 2 should board Ethar 1 and SHU Rogue 1 should board Ethar 2, at the same time, but instead, while one boards, the other waits.

They should board a secondary target if the primary target is booked.
