Incorrect patrol behavior

If the player's FG is ordered to "Attack enemies" but there are no enemies available, and the player is the FG lead (Red 1) then the player's FG should be in formation with the player.

Instead, they travel to WP1.

Observed in TOD5M2, causing X-wings to crash into a container.
