Disable PRI and SEC only disables PRI

Issue #432 resolved
Ras Talon created an issue

Observed in TOD5M12 GUNs TAU and RHO are set to disable FRT as PRI and B-WINGs as SEC.

In practice, the GUNs will disable their PRI target, but go into a PATROL routine, and ignore B-wings.
