Friendly Craft incorrectly react to orders whilst exiting hyperspace

Seen in multiple missions but typified by the video below: giving wingman orders whilst a craft is completing its hyper-in cycle leads to incorrect behaviour. Examples include the craft waiting at a large distance or, as here, failing to decelerate and continuing to travel out to max range.
XW94 appears to prevent orders from being received until hyper is complete. Suggest disabling orders (all orders?) until a hyper-in is complete. Not sure about hyper-out - assume one would want to apply in a similar fashion.

Ai rework duplicates original wingman order prevention logic.
