TIE-Fighter engine noise

ShadowOwl created an issue

When you are getting close to stationary/non-moving TIEs you still hear their engine. I'm not sure if this should be the case.

I have noticed this when playing the second Y-Wing mission Gunnery Practice.

    Small ships should probably not make noise when they are not moving.

    But capital ships should perhaps always make noise?
