add email sample, showing several ways of invoking the Hub email composer one of which relies on the app.composeEmail() function from Tart which was added in the previous commit

add --verbose option to tart package utility, moved js/tart.js to assets/tart.js and now pull it in automatically, overriding any assets/tart.js that is in the local project folder (this means you now use import "tart.js" as Tart, rather than ../tart.js).

avoid spurious complaints about encountering an exception while already handling another exception, when using the alternate form of startup, by moving the actual call to the code outside the exception handler

Add "tart template" command to easily create a new starter app from basic metadata. "tart template MyApp" followed by "tart package MyApp" gets you a simple starting point that can immediately be deployed and run (need --id option if you haven't configured tart.ini with an idbase field).

Changed default packaging mode to debug as it's more frequently used than release mode, and nobody could ship a non-release app by accident anyway (can't sign if devMode enabled).

Add handy little utility to quickly make an icon from simple text. Usage is just "tart makeicon App\nName" and it handles 1, 2, or 3 short lines of text.
