Ability to control the transcoding/bitrate of an ampache stream

With ampache 3.8.0, the client can state what is needed/support in the transcoding. This would be nice to support this so bitrates could easily be adjust on the client side since the client knows how much space it has, network bandwidth, data caps, etc.

wonder if not than its function has not been implemented in XML API of ampache. But it can be set for each user, create a user for Just Player, if you try to set the bit rate in the user?

Though not be able to set dynamically. It's the matter?
