ENH: expose --leave-source-open flag to pull_request command-ine.

PRs fail from my staging => master branch, as I have strict rules to forbid staging from being closed. This causes the PR creation to fail.

Functionality already exists, to not mark a source branch to close after PR merge. Small change here is to expose it from the command-line.
