Expose backend test fixtures

When writing other backends for dogpile.cache it would be useful to be able to use the test fixtures from dogpile.cache. Currently these are only tests/backend/_fixtures.py, and not installed. Can you consider moving the fixtures into the dogpile.cache package to support this?

    i like this idea as SQLAlchemy does this same thing, basically that it exposes SQLAlchemy's entire test running mechanism as well as a fixed suite so that 3rd party dialects get the test coverage they need. if you want to work on this that would be helpful. I guess dogpile's fixtures are simple enough that we wouldn't necessarily need to have an entire test-running methodology documented.
