add returning() to insert(), update()

since both PG and Firebird support this, let's add it to the insert/update constructs in proper. will have to have returning() better integrated with the ORM etc.

+1 Oracle also supporting this since 8i.
according to http://www.lattimore.id.au/2006/04/06/oracle-returning-clause/ and others, its 10g. so auto-returning on the oracle dialect will detect 10 or above.
