ensure cx_oracle.UNICODE is used for setinputsizes as appropriate

Mike Bayer repo owner created an issue

i.e. during autosetinputsizes, cx_oracle (version 5 only?) apparently has a UNICODE type that fixes the executemany() issue we've been seeing.
