oracle for update + limit, emits bad SQL

the "For update" gets placed inside a subquery with the ROWNUM stuff on the outside, Oracle doesn't accept this. the rownumn logic will have to move for updates to the outside.

in 40c7db67b46fac0029f8caf7a53cbceb05a2324d, we fix the syntax error. But in most cases, Oracle still raises ORA-02014, so to a large degree the issue is moot here. But we prefer to make it past the Oracle parser.
