rename column in PG 9 , primary key constraint gets lost

Mike Bayer repo owner created an issue

basically run test_renamed_pk_reflection in test_postgresql on a PG 9 server, see if it fails. we might need more of those workarounds like we did for #2141, and is probably the same thing.

    the query changed here fails on PG7, so we'll add the old one is as an ancient compatibility fallback.
