[PATCH] UCS4 platforms and MSSQL/pyodbc

I previously posted a patch which solve a problem with unicode statements with MSSQL/pyodbc on UCS-4 plaforms. Well the problem is also present with the Unicode strings. The attached patch re-enable the unicode string conversions on UCS-4 plaforms.

Ok, while this isn't perfect (it doesn't get unicode actually working on UCS-4) it's a fair patch for now. Committed in 3502.
