Detect all possible DAO.DBEngine versions

Former user created an issue

The attached patch contains code copied from pywin32 tests line 28 to 35 to make DAO.DBEngine object detection more robust & provide user with link to download the required files.

Unfortunately I can not provide a test case for this change but anybody with a fresh win98 install may be able to verify this.

    Thanks for the patch - the first one for Access.

    Not got a Win 98 box to test on, but it looks sensible and doesn't break any more unit tests on XP. Committed in 3664.
