super wide graphic does not display in vertical area of window appropriately

The attached svg has a Very high width to height ratio. Regardless of the window vertical size or zoom level, only a fractional (~70%) portion of the image height is visible at any one time. Expected behavior is that user can set window size or zoom level to view all of the image's vertical extent without scrolling.
