Add possibility to deactivate Warnings and Error messages

David Bascom created an issue

Some users (like Martin :) don’t have a htaccess-file that is parsed in the root directory. nnrestapi keeps warning the user to include two lines of code in the htaccess. This is ugly… need a checkbox to disable the environment check.
