Increasing battery max costs double

Might be related to #24 On build b36c, I just increased the battery maximum and it pushed the scrap into the red.

Looks like I missed a few other costs. Should be fixed in b36d.

Note: Fabricator max increase is working properly. Capacity increase is what is doubling cost.
