Add Description element to Effects

At the moment whenever an effect is used it outputs the full item description to chat at the bottom of the chat entry. With an item like Rod of Lordly Might this is a tad long as it describes a number of separate effects that the item has.

Adding a Description element to the effect could override the item description.

This would allow the main description to be split up and placed on its relevant Effect.
