Cannot raid < 4 resources when other opponents have Holographic Decoy

"The game didn't seem to let me use the Raiders Outpost to raid for resources when there were fewer than 4 resource tokens eligible to be taken (one player had 1 ore and 1 fuel, the other two players both had Holographic Decoys in play)."

TotalResourcesToRaid now takes into account the Holographic Decoy. This fixes issue #25 -- thanks for the bug report
