Filter Wizard aiming for target rather than range.

The filter wizard reported that the flat panel was to dim so I widened the acceptable range of the target mean to bring the lower limit down to within range of the panel. The wizard reported the same problem as though it continued to aim for the target mean rather than a result that lied within the specified range.

Description is not clear to me. How would you reproduce it? The flat wizard will always check for the range out of the mean target and mean tolerance. The range is also shown next to the mean tolerance and it is used, otherwise it would never succeed to find an exposure time, as you will never perfectly find the target value
