Implement an interface to link tabs and panels to the manual

Since we have an almost fully completed manual in HTML we can link to the various tabs and panels from themselves to the sections. Should users need help they can press the help and it will open up to the point where they can benefit from it.

For that we need a general implementation.

Suggestion: - NINA gets a help icon next to the eye to switch color schemes. Help icon links to the manual tab where the user is currently in. - Every panel gets a help icon next to the X to close the tab. Panels link to the panel section of the panel that has been clicked - General interface?
