Specify transit in SkyAtals

Add a tab in SkyAtlas section to allow users to define the coordinates that targets will be returned when searched for ie Targets that are Transiting South or North only.. for instance Telescopius has this under the DeepSky Search - tab “Coordinates” with the option to add RA and or Dec. useful for those with restricted imaging views
