HFR history chart's primary y-axis scale min value always begins at zero

The primary y-axis min scale value is always zero. This forces the values to appear at the top of the chart, which is also where the legend is being displayed. As a user, I would expect the min scale to be slightly less than the min of the values for that series, to make best use of the limited layout for this chart.

Note, the secondary y-axis already scales correctly.

In this example screenshot, I would expect the primary y-axis min value to be 3, not 0.
