Add 'Last Updated On mm/dd/yyyy hh:mm:ss'

Can we get a stat that shows a specific time when the page was last updated? Right now it does say how many seconds ago, but it's hard to tell how accurate that is because the page could be frozen or the tab just reselected or something.

This stat should reduce your page load bandwidth also as people refresh less.

Need to add timezone selection for this as well.

@JaymZZZ you can default to the user's timezone settings in the browser to make the process smoother. That should work for 95% of use cases.
