flow version weirdness with API v 44 (retrieve dialog not matching retrieve results)

There was a change in API 44 where the latest version of a flow/PB no longer comes through with a number appended. see https://releasenotes.docs.salesforce.com/en-us/winter19/release-notes/rn_forcecom_flow_fullname.htm

When I do a retrieve w/ IC, this is what I see in the resulting files: the latest version is not numbered. (In the screenshot below, the file marked w/ the arrow is the latest version.)

However, when I open the Retrieve dialog, I see the latest flow version appear with the appended number (as if it's using the older API version), leading me to believe there's a flow version I don't have yet. But when I execute the retrieve nothing is changed, since I actually do have the latest flow version already.

In the screenshot below, the indicated file (SFFW_Volunteer_Match-11) refers to the latest flow version, which is version 11, but which is downloaded as an unnumbered file.

I just submitted (what I hope is) a fix for this and #1171 for inclusion in the next build.

Matthew, I'm planning to release it on Monday. I had intended to release it this past week but had a few other fixes I wanted to include in the next build.
