SSLHandshakeError when firewall performs certificate substitution

I've been working with a user who sees this even after configuring IntelliJ IDEA's server certificate settings. I'm trying out some things that might make the SOAP client use the host IDE's settings.

It doesn't help. Could you verify the build number on the screenshot?

Peter, this change will not do anything to help with connections to the licensing server. That occurs through a native library that doesn't pick up these settings. I do tell it which proxy server to use when so configured, but that's the extent to which I can influence the library.
