New Hyborem's Whisper OOS

There is probably another OOS hidden in Hyborem Whisper's code. While checking K-Mod repository I found the following OOS fix: https://github.com/karadoc/Civ4-K-Mod/commit/300532663d710af4d2bd1ea5fde666f9eba214a7

Although none of the events included in EMM sorts lists, Hyborem's Whisper code does it in a very similar way than the one indicated in the K-Mod commit indicated above. This issue should be prevented by adopting the same fix.
