joseasoler repo owner created an issue 2013-02-24

Razing a huge infernal city may increase the AC to ridiculous levels. In one game, Dis managed to reach 111 population. Razing it would cause an instant armageddon. I don't think that razing cities with inhuman citizens should raise the AC.

Gameplay - Units with minWilderness again can be loaded onto a ship (resolves ~~#30~~)
