SKEL permissions
Found on STD B1 32-bit:
"/etc/skel/.local/share/mime" and sub-dir "packages" have permissions 700, should be 755

I'm trying to recall why I entered explicit 0700 permissions for these directories in the first place. No luck so far. I'll keep looking at info and specs to see if I can recall. I do notice that several of the subdirectories of ~/.local/share, created by applications, have 0700 permissions. But not all.
Is there something broken or inconvenient that would be fixed by altering the present permissions? That would render the head-scratching beside the point.

It's obvious to me that I'll never recall why I did this. It's possible I took the result of a bug such as https://bugs.archlinux.org/task/34786?project=3 for a pattern, rather than something to be avoided.
Posted pull request #128 and approved it, but didn't merge just in case someone else recalls a reason not to make this change once the new week starts.

I found these files/dirs, with these permissions, in the package "shared-mime-info". That should be an easy fix.
