Issue with the windows installer

Hello,

I can’t install ART on my Surface pro 11 because the installer don’t accept the Qualcom Snapdragon as a valid CPU (I know it’s an ARM CPU).

The original RawTherapee works fine with the Prism emulation layer, so logically ART too.

The only lock to use ART is the installer who refuse to proceed.

windows: allow installer to work also on arm (ported from RawTherapee)
