Back Matter PDF Bookmarks
The PDF bookmarks for the back matter components (i.e. bibliography, dedication and colophon) are subordinate to the PDF bookmark for 'Appendix'.
Is it possible to move them left to the level of the front matter components (dedication, abstract, TOC etc.) and not be collapsible under a common superordinate part?

This is controlled by the package hyperref, and there isn't much we can do. You could lift the bookmarks for Colophon and Declaration to the level of other Parts (!) by using e.g.
\pdfbookmark[-1]{Colophon}{colophon}
in resp. files. Bibliography bookmark, however, is handled by some internal commands that would need to be redefined... somehow. You could also use\pdfbookmark[-1]{}{back}
after the last appendix to at least have a collapsible Part separate from Appendix, and bibliography, declaration, and colophon as its components. -

\pdfbookmark[-1]{Back Matter}{back} % Dummy part bookmark for back matter
is now included into
ClassicThesis.tex
