domain administrator can't see their own domain's reports

A user logging in using the credentials of an account under a certain domain cannot see that domain’s reports until elevated to system admin status. We’d like to be able to give certain users access to their own domain’s reports without giving them access to system wide settings. This is major security concern for us at the moment.

My bad, not reports. Delivery logs. The ones at /admin/log/ . In other words, we’d like the domain admin to be able to access the logs of their own domain.
