Wasteful Connection Blocking - Wording fix

I see there is a new entry in the Systems Settings Advanced tab...
Would these be configurable options for the SMTP Blacklist/Whitelist in particular the Automatically generated and Karma tabs??
What are the "*" (asterisks) intended to mean??

to
"IP Addresses which fail multiple times at sending emails will be blocked."
