Overlimit user is blocked but in invalid way

User should be disabled not added to blacklist. Limits blocks him anyway but generates report every new hit.

But if the user is "disabled" when being over a limit, how is he enabled again when he is within the limits again? Mails should simply be rejected with Status Code: 522 - Recipient has exceeded mailbox limit. Obviously, attempting to send mail with that user account should fail as well.

This issue is about relay limits (when blocking is enabled). It happens mostly in case when some clients password is leaked and spammer tries to spam through that account...

Blocking over quota works well I guess
