Handle HighDPI scaling

Currently HighDPI scaling cannot be enabled due to bugs in the DevExpress controls we use.

For now, until the DevExpress issues has been resolved, we need to disable HighDPI scaling completely.

Yes. I am working with 180% scaling, and BTM is the only program that is not scaled, among apps used by me during previous week.

This version should have full support for PerMonitorV2 HighDPI scaling.

There are still a few things that can be improved though; Because I’m using bitmap images for buttons and so on, the scaled glyphs looks a little fuzzy. When I get them replaced by SVG images that will be fixed.
