Update Log Path

WooCommerce has moved their logs from the site root into /wp-content/uploads/wc-logs/. Not exactly sure why, but I think we should probably follow their lead on that (and it does keep the root more clean).

Please set our log path to /wp-content/uploads/paypal-ipn-logs

I am done with this issue and push to development branch.
