UX customized widget popup randomly can't open with non admin user

Describe the bug

A customized widget popup randomly can’t open for only non-admin user (admin user all good).

To Reproduce

Wnen click the button of the popup, request error found as below:

Post-upgrade steps (after the 1st upgrade to a 2022.12 version or newer)

Admin user needs to step through each screen of the wizard while in edit mode. This means that all wizard SubSteps including all pop-ups should be opened once by the UX power user.

After this the wizard steps should render properly for non-admin users.
